Gangs holding Haiti hostage

The United Nations have sent peacekeeping troops to Haiti and plans to send 350 more. The gangs are holding Port-au-Prince hostage and are responsible for a rash of killings and kidnappings. When the troops try to secure the area the gangs shoot at their vehicles and then disappear back into the shantytowns.
